In general, research on development administration considers the administrative system and its changes as independent variables, while development goals are seen as dependent variables.

In the Indian context, development administration does not mean the administration of developmental programs to transform the quality of human life, but also aims to describe the manner in which planned development or change is effected. It is clear from this that administrative development itself should not be included under development administration, because it has the same meaning that it is administration related to development. Such development administration can also be carried out by an underdeveloped traditional or orthodox bureaucracy, even if it continues to be called by the name ‘development administration’.
