The scope of development administration is more extensive, because development administration is concerned with the responsibility of developing and modernizing all the economic, social, political, industrial etc. areas of the country. It also includes rural and urban development. Whereas the scope of administrative development is narrow and limited, as only the structures and processes of administrative organizations are developed in it. It is only concerned with the development of administration. Thus administrative development helps in achieving the goals of administration in the same way as diplomacy helps in achieving the goals of foreign policy.
If we consider the relationship between the two, it is known that “Development administration is used in two interrelated senses. First, it refers to the administration of development programs and the methods used by large-scale organizations especially government organizations and their developmental goals. refers to the implementation of policies and plans designed to accomplish; secondly, it involves a sense of strengthening administrative capabilities. In fact, administrative development proves helpful in carrying out these tasks. The students of development administration have accepted that the administration of development and the development of administration are functionally related to each other. According to Riggs, due to the interconnectedness of these two aspects of development administration, there exists a similar sense of work. In general, significant changes in administration cannot be brought about without changes in the environment and the environment itself cannot change unless the administration of development programs is strengthened. Thus the capacity of the government is an important variable in the study of development. In general, research on development administration considers the administrative system and its changes as independent variables, while development goals are seen as dependent variables.
For effective achievement of development goals, it is necessary to increase administrative capacity and this increase in administrative capacity is associated with the idea of planned development. We cannot look at development in isolation from planning, policy programmes, initiation of various projects and their implementation. In development administration, so much importance is given to development goals that sometimes everyone assumes that bureaucracy will become developmental administration or will achieve administrative development only through the interaction of goals, plans and programmes. Almost all the citizens, leaders and rulers of the revolutionary societies suffer from this misconception. Administrators are also not untouched by this misconception. In the Indian context, development administration does not mean the administration of developmental programs to transform the quality of human life, but also aims to describe the manner in which planned development or change is effected. It is clear from this that administrative development itself should not be included under development administration, because it has the same meaning that it is administration related to development. Such development administration can also be carried out by an underdeveloped traditional or orthodox bureaucracy, even if it continues to be called by the name ‘development administration’.
