HIERARCHY OR SCALAR SYSTEM

Mehtod of Hierarchy or Scalar System

HIERARCHY OR SCALAR SYSTEM It is difficult to imagine an organization in the absence of hierarchy. Hierarchy implies an arrangement of categories of power from lowest to highest. It means the structure of the organization in which a chain of command and command is formed by systematically combining small and big posts. Thus hierarchy is the control or authority of a superior over a subordinate.

Through hierarchy, different people and levels working in the organization are linked together in a systematic manner. Through this, power and responsibility are determined. In this system all orders go sequentially from top to bottom. No ladder or post is violated in between. This system is also called ‘through proper channel’ method.

Meaning and Definitions of Hierarchy or Scalar System

‘Hierarchy’ is the Hindi version of the English word ‘Hierarchy’ which means ‘rule or control of the higher over the lower. In Hindi, ‘Hierarchy’ i.e. step (ladder or order) of posts means the structure of the organization in which a chain of control and command is formed by systematically combining small and big posts. Since in administrative organizations the number of personnel keeps on increasing from the highest position to the lowest position, hence the hierarchical system appears like a ‘pyramid’. In Mooney’s view, hierarchy is a ‘worldwide phenomenon’. In this, all the proceedings take place sequentially or through a ‘row of steps’.

According to L.D. White, “Hierarchy is a superior-subordinate relationship resulting from multiple levels of responsibility from one level to the next.” In the words of J. D. Millett, “Hierarchy is a It is a method in which the efforts of different people are combined together.” Mooney and Rayleigh have named the hierarchical system as ‘Scalar Process’ while Henri Fayol has called it ‘Scalar chain’. Fayol has further said that wherever an organization is formed due to the relationship between superior and subordinate, this ladder-like process will also definitely take place there. In the words of Earl Latham, “Hierarchy is a systematic arrangement of higher and lower positions which extends from top to bottom.
