तुलनात्मक लोक प्रशासन का अर्थ

लोक प्रशासन के अध्ययन के क्षेत्र में तुलनात्मक लोक प्रशासन अपेक्षाकृत एक नवीन अवधारणा है। इस अवधारणा के अंतर्गत तुलना का स्वरूप अंतर्राष्टीय भी हो सकता है; जैसे – भारत और श्रीलंका में म्युनिसिपल प्रशासन, ब्रिटेन और फ़्रांस की प्रशिक्षण व्यवस्था की तुलना आदि। यह तुलना अंतर्देशीय भी हो सकती है; जैसे – राजस्थान एवं पंजाब की म्युनिसिपल प्रशासन की तुलना, राजस्थान एवं उतर प्रदेश के सचिवालयों की तुलना, राजस्थान और मध्य प्रदेश के स्थानीय शासन की तुलना आदि।

तुलनात्मक लोक प्रशासन

तुलनात्मक लोक प्रशासन से आशय दो अथवा दो से अधिक प्रशासनिक इकाइयों की संरचना एवं कार्यात्मक की तुलना से है। तुलनात्मक लोक प्रशासन का प्रमुख उद्देश्य लोक प्रशासन को परम्परागत अध्ययन क्षेत्र एवं पुरानी अध्ययन प्रणालियों की सीमा से निकालकर उसके क्षेत्र को अधिक व्यापक तथा लाभार्थक बनाना है।

स्टाफ एजेंसियों के कार्य

अर्थात किन्ही दो इकाइयों के मध्य समानता तथा असमानता को व्यक्त करना। अथवा दो इकाइयों के मध्य समानता तथा असमानता के कारणों को व्यक्त करना आदि। अत: तुलनात्मक लोक प्रशासन का अध्ययन दो प्रकार से किया जाता है।

  1. आतंरिक तुलनात्मक लोक प्रशासन – जब दो इकाइयों के मध्य तुलनात्मक अध्ययन किया जाता है, तो आतंरिक तुलनात्मक अध्ययन कहा जाता है।
  2. बाहरी तुलनात्मक लोक प्रशासन – जब एक इकाई की दो उप इकाइयों के मध्य तुलनात्मक अध्ययन किया जाता है, तो बाहरी तुलनात्मक अध्ययन की संज्ञा दी जाती है।

लोक प्रशासन में अधिकतम ध्यान आतंरिक अध्ययन पर दिया जाता है न कि बाहरी अध्ययन पर।

तुलनात्मक लोक प्रशासन के अंतर्गत विभिन्न संस्कृतियों में कार्यरत विभिन्न राज्यों की सार्वजनिक, प्रशासनिक संस्थाओं का तुलनात्मक अध्ययन किया जाता है। लोक प्रशासन का अध्ययन क्षितिज व्यापक, व्यवहारिक और वैज्ञानिक हो इसके लिए सर्वथा उपयुक्त है कि विभिन्न समाजों के लोक प्रशासन का तुलनात्मक अध्ययन करके कुछ सामान्य निष्कर्ष प्रस्थापित किए जाएँ। सामान्यत: इसी तथ्य को ध्यान में रखते हुए निमारोड राफली ने लिखा है कि “तुलनात्मक लोक प्रशासन तुलनात्मक आधार पर लोक प्रशासन का अध्ययन है।”

लोक प्रशासन का परिचय (भाग – 2)

सामान्य अर्थो में तुलनात्मक लोक प्रशासन का अर्थ विश्व के विभिन्न देशों में कार्यरत सरकारी प्रशासनिक प्रणालियों का तुलनात्मक अध्ययन है। संक्षेप में तुलनात्मक लोक प्रशासन में

  1. विभिन्न प्रशासनिक घटक विभाग, निगम प्रक्रिया आदि होते है।
  2. ये प्रशासनिक घटक एक ही संस्कृति या संगठन के भाग अथवा विभिन्न संस्कृतियों या संगठनों के मध्य स्थित हो सकते है।
  3. तुलना किसी व्यापक सिद्धन्त, रूपरेख या योजना के आधार पर की जाती है तथा
  4. तुलनात्मक विश्लेषण का लक्ष्य प्रशासनिक सुधार या वैज्ञानिक सत्य या सिद्धान्त की खोज हो सकता है।
